Response Specifics:

Proposals must be submitted at the location set out above on or before the Submission Deadline. Proposals submitted after the Submission Deadline will be rejected.

Proponents must submit their proposals using the following option:

Submit two (2) copies of the proposal, one paper copy marked “Original” and one electronic copy in one single Adobe pdf file on a USB stick, both titled with the solicitation Number and Project Title, as shown on the cover of this solicitation (RFP 19.0074 Ardrossan Youth Park). Both copies should be delivered to the County in an accurately addressed sealed package bearing the full legal name of the proponent, and prominently marked with the solicitation Number and Project Title (RFP 19.0074 Ardrossan Youth Park). If there is a conflict or inconsistency between the hard copy and the electronic copy of the proposal, the hard copy of the proposal will prevail.

Opportunity Description:

This Request for Proposals (the “RFP”) is an invitation by Strathcona County (“the County”) to prospective proponents to submit proposals for Ardrossan Youth Park as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

The Ardrossan Recreation Centre (ARC) is the community hub for the Hamlet of Ardrossan and surrounding area which provides indoor and outdoor year-round recreational opportunities including: curling, skating, outdoor spray park, playground and a hall for private functions, such as weddings and reunions.

Through the Open Space and Recreation Facility Strategy (OSRFS), Strathcona County revitalized the Ardrossan Recreation Centre (ARC) and adopted the Ardrossan Community Recreation Master Plan. This plan provided a framework (short/mid and long-term) for future outdoor amenity implementation.(https://www.strathcona.ca/council-county/plans-and-reports/strategic-documents/open-space-facility-projects/parks-fields-trails/ardrossan-recreation-plan/).

Although many of the amenities mentioned above have been constructed, the park space on the south side of the ARC has not been extensively developed. The Ardrossan Recreation Centre (ARC) Master Plan (2016) provides a concept for the immediate open space around the building and the park to the south. The park space south of the building is slated for the development of a Skatepark commencing in 2020.

We are requesting proposals from qualified Design-Build teams with experience in developing Concrete Skateparks. The successful proponent will complete community consultation which will direct the design of the park space. Once information of the park has been gathered, concepts are to be presented to the community for feedback, the concepts will then be finalized, and construction drawings will be completed in the spring of 2020 with construction proceeding shortly after.

The optional site visit / pre-bid meeting will be held on October 31, 2019 at 15:00:00, Alberta Time. The meeting will take place in front of the Ardrossan Community Hall located at 60 First Avenue, Ardrossan, AB.
